One New Case In Lepe Today

With the introduction of free movement within Spain and visitors from abroad, outbreaks were a foregone conclusion. Andalusia currently has 8 outbreaks and Andalusian Health council classifies these outbreaks as either under investigation or under control. Here are the eight outbreaks and their current status. Cadiz (near Gibraltar) 20 cases under control, Granada(not city) 14 cases under control, Granada city 13 cases under investigation, Malaga (not city) 87 cases under investigation, Huelva (Lepe) 10 cases under investigation, Granada (city) 5 cases under investigation, Almeria (Almanzora) 4 cases under investigation, Granada (City) 3 cases under investigation.

More details on the outbreak in Lepe have been released. The first case was of a fisherman returning from Angola and although he tested negative before leaving his job in Angola it is suspected that he may have caught the virus in one of the airports on his homeward flights. He is currently in intensive care in Huelva and 9 other cases have been confirmed in this outbreak. The tracking protocol is in place and another 150-200 people will be tested between today and tomorrow. Currently 61 people are in precautionary isolation. Lepe Town Hall have asked the public to respect the measures of social distancing and wearing masks where necessary while at the same time asking everyone to be responsible and remain calm. Lepe’s Deputy Mayor, Jesus Toronjo, in a press release from the Town Hall today said results from the current outbreak are optimistic.

Outbreak In Lepe With 8 Confirmed Cases Today

In the weekly press conference today, Fernando Simon Soria, Director of the Centre for Coordination of Health Alerts and Emergencies for the Ministry of Health outlined that there are a number of outbreaks which have drawn particular attention but reminded people that 95% of the positive cases in these outbreaks are asymptomatic. Dr Simon also pointed out that currently they are able to identify positive cases within 24 - 48 hours while during the peak diagnosis was taking up to 15 days.

Lepe has been the centre of attention these last 24 hours with 8 cases confirmed and this follows on from one case which was confirmed there last Tuesday. Protocols have been adapted and another 50 people have been isolated as a safety measure and this number may increase as tracking of contacts is ongoing.

There have been 37 outbreaks in all of Spain since May 11th when we started to move into different phases. Of those 37, two have been in Andalusia (One in Cadiz with 17 cases and 64 isolated and another in Granada 10 confirmed cases the majority from the same family. Currently 11 outbreaks are active but all are under control.

First Heatwave Of The Summer

The first heatwave of the summer arrives on the second day of summer, this could be a long hot summer. Luckily Ayamonte has over 7km of wide sandy beaches. Ayamonte and Huelva beaches have published guidelines to follow while at the beach.

  • Keep social distance of 2metres
  • Beaches are open from 12.00 to 20.00 with full lifeguard facilities.
  • Parasol to be set 3 metres apart.
  • Parasol must be 6 metres from the waterline.
  • Showers at beach are closed.
  • No ball games.

End of The State Of Alarm

The Minister for Foreign Affairs, Arancha González, announced today that British citizens will be allowed to enter Spain from tomorrow June 21st without the obligation of having to do 14 days quarantine. With this announcement British citizens will be treated exactly the same way as all other European Union citizens on entering Spain.

Tonight after 98 days in state of alarm all of Spain returns to the new normal. The President Spain, Pedro Sanchez, in his weekly press conference said 450,000 lives have been saved during the State of alarm but he warned that “the virus can return and shake us up again, we have to avoid this at all costs. He asked for cooperation from all the political parties to save companies, jobs so we can all come out of this together.

Controlling Outbreaks Fundamental

As the spread of Covid19 has been more or less controlled in Spain to the level that come Monday free movement within the whole of the country returns there is one word that is demanding more respect “Outbreaks”. All of the regional health departments have been gearing up for a rapid response when and if an outbreak occurs.

Some outbreaks have already occurred and here is a summary of those that have happened so far. The first two outbreaks happened last week in hospitals in Basurto in Bilbao and Txagorritxu in Vitoria. Between these two outbreaks 59 new cases were reported however these outbreaks are now deemed under control. In the Canary Islands 14 new cases have been reported in a group of illegal immigrants who arrived on a boat last Sunday. In Valladolid there have been three outbreaks, two in nursing homes and another in the hospital. There have been 26 new cases with these outbreaks now deemed under control. In Andalusia there have been two outbreaks recorded. In Algeciras, Cadiz a hostel with 16 guests and one of these guests a 78-year-old male has already passed (This was the death reported yesterday in Cadiz) and three others have tested positive. All guests have been isolated. And in Camposoto Military Base in Cadiz one Sargent has tested positive and another 22 soldiers have been isolated.

Ayamonte Launches Beach Plan For 2020 Season

Ayamonte Town Hall has launched the 2020 Summer beach plan today  for Isla Canela, Punta del Moral , San Bruno and Los Haraganes beaches. This year the services on the beaches has been extended by one hour and will now run every day from 12 to 8pm.

The Mayor of Ayamonte, Natalia Santos, who has expressed her best wishes to the team of lifeguards for this summer season. This year there will be eight amphibious chairs for people with reduced mobility, two pick-ups, two SUVs, a zodiac boat, five watchtowers, six rescue modules and two toilets for people with mobility difficulties and a quad will be added in the coming days. On the other hand, Santos recalled that Ayamonte has joined the campaign launched by the West Coast Tourism Consortium "Beaches of Huelva, Safe Destination", and has launched an information campaign on the beaches of the town that explicitly offers users all the mandatory premises and regulations and the recommendations that must be followed to enjoy our coastline safely. The Beach Plan will last until September 15.

Andalusia Prepares For The New Normal

The Vice President of the Andalusian Government and Minister of Tourism, Regeneration, Justice and Local Administration, Juan Marín, and the Minister of Health and Families, Jesús Aguirre, appeared before the media today to report on the latest crisis cabinet meeting as a consequence of the Covid-19 health crisis. As of Monday Andalusia will be out of the State of Alarm.

With the end of the state of alarm, the Andalusian Government once again assumes its powers and responsibilities. The highest authority in everything related to the Covid-19 will be the minister Aguirre. "It is also the time to thank all Andalusians for their exemplary behaviour during this pandemic. Andalusia has been an example and must continue to be so", he stressed.

The work of this committee is to remain vigilant in this new stage, in which we must not forget that we continue to live with the virus and it is necessary to be alert to any possible outbreak. It is important to comply with the protocols when it comes to the use of masks, social distance and hygiene, "reiterated the vice president.

Safer Beaches This Summer

The Andalusian government have just launched a plan for Safe Beaches which will be funded to the tune of €34.5 million. The Andalusian coast has almost 1,000 km and this summer there will be 3,000 workers on the beach. There will also be additional safety material which be addition to the current infrastructure. This year there will be an additional 75 pickup trucks, 21 beach buggies, 81 quads, 65 towers, 13 boats, 14 jet skis and 15,242 walkways. All to increase rapid response of the workers on the beach to ensure the health and safety of all the beach goers this summer.

Spain Sets Dates To Reopen Borders

The President of Spain, Pedro Sanchez, announced today that Spain will open up its borders with all European Union and Schengen-area countries with the exception of Portugal which will have to wait until July 1st. The King of Spain, Felipe VI and the Portuguese Prime minister, Antonio Costa, will hold a reopening ceremony on July 1st on the border between Badajoz (Spain) and Caia (Portugal). The border between Portugal and Spain was closed on 16th March 2020. The United Kingdom despite having left the European Union earlier this year will also be welcome as of June 21st.

Andalusia Increases Testing Capacity

Robotic Testing

The Junta of Andalusia announced today the incorporation of two robotic Covid detection stations, one in Malaga (Malaga Regional Hospital) and the other in Seville (Virgin de Rocio Seville Hospital). These robotic testing centres have a capacity of 2400 PCR tests per day per station. These Opentron testing stations which cost in the region of €85,000 will increase the hospital testing capacity drastically. Malaga Regional Hospital was doing 600 tests per day and will now have a capacity for 3,000 daily tests.

The President of Andalusia, Juanma Moreno, at the unveiling of the Opentron testing station in Malaga today said. “ The government of Andalusia will do everything in its power and more to control the pandemic and avoid the feared outbreaks. For this rapid detection is the key to prevent contagion from multiplying. We have everything planned at this moment in which the Andalusian Government has just assumed most of the crisis management ". The central government returned all the powers to Andalusia as they entered phase 3. The Andalusian health board will all reinforce the health care workforce by 20,000 professionals this summer which is 14% more than last year.

Ayamonte Town Hall after meeting with local brotherhoods and political parties has announced that The Angustias Festivals for 2020 have been cancelled. The Mayor of Ayamonte Natalia Santos, the President of the brotherhood Our Lady of the Angustias Francisco Hildalgo and Javier Lopez First Deputy Mayor all admitted that it was a difficult decision to make but in the interest of the health and safety they were left with no other choice.

Paseo por el Arte Ayamonte

As was to be expected the Paseo por el Arte (Walk with Art) has been cancelled this year. The event which is the biggest open-air art gallery in Europe happens ever year in August and has been a firm favourite with both locals and visitors from all over the world. The organisers of the event, La Escalera, are currently working on a virtual Paseo por el arte for this year and will publish more details closer to the event.

Andalusia And Phase Three

As all of Andalusia enters Phase three tomorrow ,all timetables have now been abolished and here are some of the changes we will see:

Masks

The use of masks remains exactly the same as law published on Thursday May 21st. In other words the use of masks is compulsory for everyone six years of age or older in all public areas or in closed spaces where it is not possible to respect the social distancing of two metres.

Bars and Restaurants

It will now be permitted to use 50% of the capacity indoors and 75% of their terrace capacity. Maximum of group of 20 per table. You are now allowed to drink at the bar counter as long as you respect social distancing measures. Late nite bars and discos can open but dancefloor must remain unused.

Hotels

Communal areas are now permitted to open up to 50% of their capacity.

Beach & Swimming pools

Beaches allowed to full open as long as social distancing can be maintained. Groups of up to 15 people who are not from the same household. Personal items, sunbeds, towels etc must be placed on sand respecting a distance of 2 metres. Town Halls are permitted to limit the capacity of beaches and to limit the amount of time you can stay on the beach. Public swimming pools allowed to open but to a maximum capacity of 30%, dressing rooms also permitted as long as social distancing and hygienic standards can be upheld.

Wedding, Funerals and places of worship

A maximum of 150 guests per wedding open air and 75 in closed spaces. Always respecting that only 75% of the maximum capacity. Maximum of 50 people at a funeral (open air) and 25 in closed area. Maximum of 75% of the capacity in places of worship (Churches, chapels etc)

Shopping , Cinema, Concerts and Museums

Shopping centres allowed to open to 50% of their capacity. Open air markets allowed 50% of the maximum stalls. Cinemas, Theatres can open to maximum of 50% capacity as long as there are assigned seats. Open air concerts or entertainment can have a maximum of 800 people, but crowd must be seated and maintain a distance of two metres. Museums & Libraries & Art Galleries can open to maximum of 50% capacity and groups of visitors of up to 20 people.

Sport

Groups of up to 20 people allowed to train together. Games can be played with spectators up to a maximum capacity of 30%. Indoor sports can resume but public must be limited to one person per 20m2 Gyms can re-open but the dressing rooms must remain closed and to 30% of the maximum capacity.

Transport

All seats allowed on buses, trains and planes however it is recommended where possible to keep distance. Passengers are allowed to walk onto ferries. All recreational sailing and boating permitted. Transit between all the provinces in Andalusia permitted from June 8th.

Interprovincial Transit Returns To Andalusia

The President of Andalusia,Juanma Moreno, said today that the Regional government would act clearly and forcefully if risks are detected and will also limit mobility if necessary. The statement came after Andalusia which enters phase three on Monday June 8th with the Andalusian government regaining full powers have decided that travel will be permitted between all eight provinces.

Andalusia is the region with the lowest incidence of Covid19 in the past 14 days. The burden on Andalusian hospitals has been reduced drastically and currently there are only 85 people hospitalised in all of Andalusia and 28 of those are in intensive care. This represents a decrease of 95% when to compared to the peak of the pandemic. President Juanma Morena outlined that although the incidence of Covid19 is low he summoned the entire Andalusian society to continue acting with prudence.

Five regions in total (Andalusia, Aragon, Canary Islands, Galicia and the Basque country) will allow interprovincial travel as they enter phase three. While the remaining regions will have interprovincial travel once they enter the new normality.

Andalusia To Enter Phase Three On Monday 8th June

The minister for Health, Salvador Illa, announced today that all of Spain will be in Phase 2 or higher come Monday June 8th. Over 52% of the Spanish population will be in phase 3 which is 24 million people. The minister also took the opportunity to announce that on Tuesday 9th of June a Royal Decree will be approved by the council of ministers to lay down what will be the foundations the new normality.

Today Dr Fernando Simon Soria, Director of the Centre for Coordination of Health Alerts and Emergencies for the Ministry of Health, announced that the average time from a person showing symptoms to being confirmed of having Covid has been reduced to 2 days. Allowing for a rapid response to any future outbreaks.

Last State Of Alarm Approved Until June 21st

After a long debate in Congress today the government have managed to pass the bill that will extend the state of alarm until June 21st. It is widely understood that this will be the last extension to the state of alarm which has been in place since March 14th. However each region which enters into phase 3 will have the power to end the state of alarm in their own region.

In Ayamonte all the Local Police officers have taken the rapid test for Covid19 and all have tested negative. The Mayor of Ayamonte, Natalia Santos, expressed her satisfaction with the results and thanked the local Police force for all the work they have done during this crisis. She also asked the people to maintain all the precautionary measures to prevent any future outbreaks in the municipality.

There has been a total of 219 new cases declared today and the total confirmed cases is 240,326. The number of deaths has increased by one to 27,128 (+1) with the Ministry of Health declaring that in the past seven days 63 people have passed due to Covid19.

The numbers declared by the regions and the numbers declared by the ministry of Health are beginning to give me a headache. Of course, I will always look at the global figures, but it is the cases in Andalusia, Huelva and Ayamonte which I dedicate more time to. Today the Andalusian Health council have declared three deaths in Andalusia but according to the ministry of Health there have been only two deaths in Andalusia in the last 7 days. Similarly, the Andalusian Health council have declared 16 new cases today, but the Ministry of Health has declared only 9. So, from tomorrow I will only be reporting on Andalusia and Huelva.

There has been a total of 195 new cases declared today and the total confirmed cases is 240,660. The number of deaths remains at 27,133 (+5) with five new deaths in the last 24 hours and 56 in the last 7 days.
