From tomorrow 51% of all of the population of Spain will be moving into phase one. The virus is still with us and this phase is probably the most critical after 8 weeks being confined. The ability to be able to move freely within the province also brings with it the ability of the virus to spread. It is vitally important that anyone with symptoms however minor stays at home and that we continue to adhere to strict social distancing rules and keep hygienic standards up to what we have achieved so far. Together we have slowed it right down and now we must keep it at bay. Any lapses can bring us back to phase Zero but complying means we move to phase two also. It is literally in your hands, thank you for everything you have done so far making Huelva the province in Andalusia with the least confirmed cases and least deaths
There has been a total of 621 new cases declared today and the total confirmed cases is 224,390. The number of deaths has now reached 26,621 (+143). The number of people who have recovered is 136,166 (+2,214)
Meanwhile in Andalusia there are 15,403 confirmed cases of which 6,080 have needed hospitalisation and 744 have needed intensive care. As of 21.00 yesterday there are 394 (-51) patients confirmed with Covid-19 in hospital and 97 (-5) of those are in intensive care.

Huelva will enter into Phase 1 as of Monday 11th May, however Malaga and Granada will stay in phase zero for the moment. Phase 1 brings with it various changes however the timetable published on May 4th will remain the same with some possible changes allowed due to high temperatures in the South of Spain.
With phase you are allowed the following:
- Visit family members as long as they don’t have symptoms or that they are in a nurising home.
- Meet up with friends in groups no bigger than 10 people.
- Shops can reopen if it is less than 400m2 and previous appointment is no longer needed.
- Hotels can reopen however communal areas , like swimming pools remain closed.
- Travel freely within the Province of Huelva As some items are being modified.
- Bars can open terraces to 50% capacity
As some of the rules are being clarified and indeed changed, tomorrow Sunday I will publish a full listing of the main changes.
There has been a total of 604 new cases declared today and the total confirmed cases is 223,578. The number of deaths has now reached 26,478 (+179). The number of people who have recovered is 133,952 (+2,804)
Meanwhile in Andalusia there are 15,228 confirmed cases of which 6,069 have needed hospitalisation and 745 have needed intensive care. As of 21.00 yesterday there are 445 (-27) patients confirmed with Covid-19 in hospital and 102 (-6) of those are in intensive care.

There has been a total of 1,095 new cases declared today and the total confirmed cases is 222,857. The number of deaths has now reached 26,299 (+229). The number of people who have recovered is 131,148 (+2637)

Today the Junta de Andalusia has forwarded to the Central government their support that all the provinces move to Phase 1 and that 30 of the 33 health districts move to phase 1 on May 11th. During his intervention in the control session Andalusian Parliament, Juanma Moreno President of the Andalusian government stated that the COVID-19 pandemic is generating serious consequences not only in the health field, but also economically and socially. He warned we need to be alert and continue to anticipate in order to be able, as far as possible, to minimize its effects and consequences in our autonomous community.
The minister for Education and Sport for the Junta de Andalusia, Javier Imbroda who himself has recovered from Covid19, declared that students would not be returning to school in what is left of the school year even if the central government permits the return in phase 2.
There has been a total of 685 new cases declared today and the total confirmed cases is 220,325. The number of deaths has now reached 25,857. The number of people who have recovered is 126,002
Meanwhile in Andalusia there are 14,639 confirmed cases of which 6,012 have needed hospitalisation and 740 have needed intensive care. As of 21.00 yesterday there are 546 (-98) patients confirmed with Covid-19 in hospital and 120 (-16) of those are in intensive care.

There has been an increase in the confirmed cases today but we are just coming out of a bank holiday weekend in which we saw lower than expected numbers reported. Barcelona and Madrid have over 63% of the new confirmed cases (405 & 143 respectively). Andalusia on the other hand only had 16 new cases and Huelva has had none again today.
There has been a total of 867 new cases declared today and the total confirmed cases is 219,329. The number of deaths has now reached 25,613. The number of people who have recovered is 123,486
Meanwhile in Andalusia there are 14,394 confirmed cases of which 5,983 have needed hospitalisation and 738 have needed intensive care. As of 21.00 yesterday there are 644 (-75) patients confirmed with Covid-19 in hospital and 136 (0) of those are in intensive care.

We are now in phase zero and considering how good the figures are in Huelva come May 11th we will be entering phase 1. The regulations for phase zero were published today and Ayamonte Local Police & Town Hall have confirmed that Costa Esuri, Isla Canela and Pozo del Camino will be treated as populations of under 5,000 inhabitants opening the possibilty to inhabitants in those areas to be able to do activities between 6am and 11pm.
There has been a total of 356 new cases declared today and the total confirmed cases is 218,011. The number of deaths has now reached 25,428. The number of people who have recovered is 121,343

As we are about to enter phase Zero tomorrow we will need to keep a close eye on how Huelva as a province is evolving and whether we can move to the next phase 1 on May 11th.
The government have announced that any province that wants to move to the next phase must present all their data by this coming Thursday May 7th. Huelva in the last 24 hours has had no new confirmed cases of Covid19, no new hospitalisations, no patient in hospital has been moved into ICU and for the third day in a row no new deaths reported. As long as we continue to progress like this come May 11th we are in phase one. The government also announced that bars and restaurants will be allowed to open up their terraces to 50% capacity in phase 1 and not the 30% as published before.
Tomorrow small businesses will be allowed to open to attend to clients by appointment and in a ratio of one worker to one client. These businesses have also been asked to have a preferential timetable for over 65’s to coincide with the 10.00 to 12.00 and 19.00 to 20.00 slot.
There has been a total of 838 new cases declared today and the total confirmed cases is 217,466. The number of deaths has now reached 25,264. The number of people who have recovered is 118,902

In the now weekly Saturday press conference, the President of Spain Pedro Sanchez pointed out that since the lockdown started Spain has reduced the spread of Covid19 by 66 times, from 35% daily growth to 0.5%. President Sanchez also informed the general public his intention to ask for another extension of the State of Emergency this coming Wednesday in Congress.
Mr Sanchez said that as of Monday 4th May, as nearly all of Spain enters stage zero, the use of masks on all public transport will be compulsory. Over 6 million masks will be made available in all the major transport hubs while another 7 million will be given to local Town Halls.
From May 4th small businesses can open to clients who have booked an appointment earlier. The President clarified that each business will only be allowed to have a ratio of one client per worker on premises during this stage.
There has been a total of 1,147 new cases declared today and the total confirmed cases is 216,582. The number of deaths has now reached 25,100. The number of people who have recovered is 117,248
Meanwhile in Andalusia there are 14,195 confirmed cases of which 5,962 have needed hospitalisation and 735 have needed intensive care. As of 21.00 yesterday there are 644 (-30)patients confirmed with Covid-19 in hospital and 158 (-9)of those are in intensive care.

The Minister for Health, Salvador Illa, in a press conference this evening has outlined the terms in which we can go out from Saturday May 2nd. Before he went into the details of what would be allowed, he pointed out that Spain has come a long way from 14th March when the number of confirmed cases was rising 35% per day to the current position which is 0.6%. The minister stated that the State of emergency has worked and that the five countries (America, United Kingdom, France, Italy & Spain) with the most mobility within the population have been the hardest hit by Covid 19. So here are the condions in terms of time tables and age groups that come in effect from Saturday May 2nd:
- 14-69 year olds can go out to do individual sport or for walks as long as they stay within 1km of their home and timetable of 6.00 to 10.00 or 20.00 to 23.00. Anyone with symptoms most remain at home. You can do this once a day and for a period of one hour.
- 70 year olds or people who need carers can go out to do individual sport or for walks as long as they stay within 1km of their home and timetable of 10.00 to 12.00 or 19.00 to 20.00. Anyone with symptoms most remain at home. You can do this once a day and for a period of one hour.
- Children under 14 can go out to do individual sport or for walks as long as they stay within 1km of their home and timetable of 12.00 to 19.00. Anyone with symptoms most remain at home. You can do this once a day and for a period of one hour.
The timetables are for all towns with a population of 5,000 inhabitants or more. The towns or villages below that number can carry out sport of walks anytime between 6am and 11pm.
Minister Salvador Illa, asked everyone to exercise caution and prudence as the virus is still amongst us but he also said “We go into this together and we will come out of this together”.

As the number of confirmed cases in the study as per age group has now exceeded 210,000 , it is time to revisit the graphs and make some observations on how the Covid19 is affecting the different age groups in Spain and how it has eveolved in the last 7 days. Most of the confirmed cases are still over 40, with the 50-59-year-old group continuing to have the highest incidence (4,500 more than the nearest age group). However, it is the over 60’s who have the highest incidence of hospitalisation and the biggest number of intensive care patients coming from the 60-69 age group followed closely by the 70-79 age group. The over 80’s are now making it to hospital but few make it to intensive care and it is the age group with highest number of deaths (6,876) with mortality 20.8%. Over 70’s have registered 86.5% of all deaths so far in Spain and this has remained constant. Over 90's have the worst mortality rate 21.6%. Another interesting fact is that although many more women (117,651) are confirmed with Covid19 compared to men (92,748) many more men pass away 9,588 (men) compared to 6,929 (women).

The President of the Junta de Andalusia , Juanma Moreno, said during a radio interview today that he felt that both Almeria and Huelva should enter directly into stage one from the 4th May just like the four islands which have been already named. He went on to say that he would ask the central government for the exact data and criteria needed for these two provinces to enter stage one.
There has been a total of 2,144 new cases declared today and the total confirmed cases is 212,917. The number of deaths has now reached 24,275. The number of people who have recovered is 108,947

There have been 1,188 deaths in Andalusia (Malaga 253, Jaen 156, Granada 238, Cordoba 98, Cadiz 111, Seville 244, Almeria 47, Huelva 41). In Seville there are 2,605 cases and 1,127 of those required hospitalization with 145 in intensive care. There have been 244 deaths while 806 have recovered.
In Huelva there are 425 cases, this being an increase of 10 new cases today, 214 have been hospitalized with 30 in intensive care. Sadly, one new death was reported today bringing the total to 41. The good news is 163 have now recovered from the virus.

The President of Spain, Pedro Sanchez, has outlined the various stages of the de-escalation in Spain. The de-escalation which consists of four stages, with each phase lasting a minimum of two weeks. The plan which Mr Sanchez called “The Plan Towards A New Normality” will be applied gradually and asymmetrically by province or island. The sole objective of this plan is to reactivate Spain while protecting the health and lives of the population.
Stage Zero This stage is the preparation for the de-escalation and some business places will be allowed to open to attend to clients who have reservations or appointments. This phase has already started but officially from May 4th all provinces will enter this stage except for La Gomera, Hierro, La Garciosa and Formentera as these islands will start directly on stage one. Restaurant businesses will be allowed to provide a takeaway service. People will be allowed to move between local towns where there is a low incidence of the outbreak. Use of masks are highly recommended.
Stage One Small shops and businesses will be allowed to open to the public as long as they adhere to strict safety measures. Shopping centres are excluded in this stage. Hotels and touristic apartments will be allowed to reopen but the communal areas must remain closed. Over 65’s will have a special timetable to protect them more. The school year will start in September. Religious sites such as churches will be allowed to open with a maximum of 30% of their capacity. Parts of the fishing industry which have been closed will be allowed to return to work. Use of masks are highly recommended.
Stage Two Hotels and restaurants will be allowed to open to clients so they can dine inside but may not exceed 30% of their capacity. Schools would be allowed to open to allow parents with children under 6 the possibility to return to work and also students can complete exams to access university. Sport fishing and hunting can recommence, and cinemas theatres and auditoriums can reopen but may not exceed 30% of their capacity. Cultural events held inside must have 50 people or less in attendance while open air events will have a limit of 400 people. Use of masks are highly recommended.
Stage Three Restrictions on mobility will be eased. All businesses will be allowed to open with only 50% capacity allowed on the premises. Bars and restaurants will have restrictions eased as long as they adhere to strict safety measures. (The president didn’t give exact capacity percentages here but I expect it will be published later). Use of masks are highly recommended.
These stages of de-escalation will bring us to the end of June and that is considering that all stages are adhered to and we have no new outbreaks. Mr Sanchez said that he expects the de-escalation to last between 6-8 weeks and each province would advance as fast as the conditions allow.
It will be the Health authorities who decide exactly when each province can move to the next stage based on these four principles:
- The capacity of the health system to deal with the situation in that province.
- The epidemiological situation in that province.
- The protective measures in place withing that province
- Mobility and socioeconomic data from that province.
There has been a total of 1,308 new cases declared today and the total confirmed cases is 210,773. The number of deaths has now reached 23,822. The number of people who have recovered is 102,548
Meanwhile in Andalusia there are 13,250 confirmed cases of which 5,793 have needed hospitalisation and 721 have needed intensive care. As of 21.00 yesterday there are 804 patients confirmed with Covid-19 in hospital and 183 of those are in intensive care.

The President of the Andalusian government, Juanma Moreno in a video conference yesterday with the President of Spain, Pedro Sanchez, has declared that Andalusia is ready for the rolling back of the lockdown. The video conference which was the seventh held between all the presidents of the autonomous states and the President of Spain, Pedro Sanchez, is used for each community to put forward their proposals. Juanma Moreno outlined that Andalusia was ready and asked for clarification from the central government about the specific terms needed to start the rolling back of the lockdown. “We have the entire map of incidences from the epidemiological and behavioral point of view that we have had throughout the last few weeks; therefore, we are prepared for any of the actions," he stressed. Regarding the latter, he urges the Government to be "flexible" since the casuistry is enormous between districts and territories. He also stressed coming out of confinement in Andalusia will involve large doses of "responsibility" and with the maximum possible health guarantees.
Juanma Moreno also pointed out that Andalusia would be a prime candidate to be one of the first autonomous states to come out of lockdown due to the facts that
• 275 municipalities of the 786 in Andalusia have had no cases of Covid19
• Roll back could be by province with Huelva and Almeria two provinces which are below the average in Andalusia
• Andalusia has had a reproduction number R below one for the last two weeks.
• Andalusia is the third lowest in number of cases per 100,000 inhabitants.
• The capacity of the intensive care units is sufficient.

Last night the President of Spain, Pedro Sanchez, announced that as long as the progress being made against Covid continues that on May 2nd adults and children over 14 will be allowed outside for exercise. Today for the first time in 42 days children aged 13 and under can go outside for a walk if they are accompanied by an adult. They must follow four simple rules: With one adult, once a day, maximum one hour a day and within one kilometre of their home this all coupled with the social distancing rules.
There has been a total of 1,729 new cases declared today and the total confirmed cases is 207,634. The number of deaths has now reached 23,190. The number of people who have recovered is 98,732
Meanwhile in Andalusia there are 13,023 confirmed cases of which 5,748 have needed hospitalisation and 716 have needed intensive care. As of 21.00 yesterday there are 796 patients confirmed with Covid-19 in hospital and 195 of those are in intensive care.

As the Ministry of Health have changed the way they publish data and are now differentiating between confirmed cases via PCR testing and Antibody testing (Rapid Test), I have changed the graph presentation to show the increase of confirmed cases, deaths and recovered patients on a day to day basis. As Andalusia have always published all confirmed cases together, I will continue to do so. Also we will get more detailed information about the number of patients in the hospitals in Andalusia and not just the number that have been hospitalised during this crisis. This new data will help the government make the future decisions on how to roll back the lockdown.
There has been a total of 2,944 new cases declared today and the total confirmed cases is 205,905, and there are 17,854 which have tested positive for having the antibodies for the virus. The number of deaths has now reached 22,902. The number of people who have recovered is 95,708
Meanwhile in Andalusia there are 12,824 confirmed cases of which 5,715 have needed hospitalisation and 717 have needed intensive care. As of 21.00 yesterday there are 860 patients confirmed with Covid-19 in hospital and 206 of those are in intensive care.

The stellar job the healthcare workers comes at a price and in Spain of the 219,764 confirmed cases 34,355 are frontline healthcare workers. In Andalusia of the 12,495 confirmed cases 2,556 are healthcare workers. Numbers can be very cold but behind every one of these numbers is a doctor, nurse, hospital porter, ambulance driver, hospital chef, hospital cleaner, security guard or an administration worker and then there is their families which they come home to after each shift. I want to thank each and everyone of you for the work that you continue to do. As the number of confirmed cases in the study as per age group has now exceeded 150,000 , I felt it was time to look at the graphs and make some observations on how the Covid19 is affecting the different age groups in Spain. Most of the confirmed cases are over 40, with the 50-59-year-old group having the highest incidence. However, it is the over 60’s who have the highest incidence of hospitalisation and the biggest number of intensive care patients coming from the 60-69 age group followed closely by the 70-79 age group. It is clear that over 80’s are not making it to hospital and have the highest number of deaths with mortality 24-25%. Over 70’s have registered 86.5% of all deaths so far in Spain. This is not to say younger people are safe because they can also get severe cases but our over 70’s are the most vulnerable and that’s why we have to stay at home to save them.
There has been a total of 4,635 new cases declared today and the total confirmed cases is now at 213,024. The number of deaths has now reached 22,157. The number of people who have recovered is 89,250.
Meanwhile in Andalusia there are 12,237 confirmed cases of which 5,616 have needed hospitalisation and 702 have needed intensive care. As of 21.00 yesterday there are 1,019 patients confirmed with Covid-19 in hospital and 235 of those are in intensive care. There have been 1,079 deaths (Malaga 237, Jaen 147, Granada 219, Cordoba 83, Cadiz 88, Seville 226, Almeria 44, Huelva 35). Common sense has prevailed and children under 14 years of age will be allowed to go for walks with their parents or guardians from this coming Monday 27th April. The government rectified the previous ruling after public uproar. During today’s press conference Dr Fernando Simon said “It would make no sense that supermarkets become overcrowded” referring to children being brought by their parents to the shops. Dr Simon also went on to clarify that family members going for walks together would not be a major problem of the spread of Covid19 as long as social distancing rules are respected “A family which have been living together during this lockdown period have the same risk of transmission in their home as in a place where they are alone".
There has been a total of 4,211 new cases declared today and the total confirmed cases is now at 208,389. The number of deaths has now reached 21,717. The number of people who have recovered is 85,915.
Meanwhile in Andalusia there are 11,921 confirmed cases of which 5,565 have needed hospitalisation and 696 have needed intensive care. As of 21.00 yesterday there are 1,103 patients confirmed with Covid-19 in hospital and 257 of those are in intensive care. There have been 1,050 deaths (Malaga 232, Jaen 141, Granada 214, Cordoba 83, Cadiz 83, Seville 218, Almeria 44, Huelva 35). In Seville there are 2,414 cases and 1,052 of those required hospitalization with 138 in intensive care. There have been 218 deaths while 505 have recovered.
